Sarkozy: Too much time has been lost” after Charlie Hebdo
The crisis of migrants it allows jihadists to arrive in Europe?
Nicolas Sarkozy: This is an unavoidable question. Donald Tusk, European Council president, spoke several million people marching to Europe in the hope of being welcomed there. The amalgam between migrants and jihadists would be unbearable. But the mess that puts the Syrian crisis on the borders of Europe is an opportunity for terrorist groups to infiltrate.
The strategy of Barack Obama, based on aerial bombardment, enough?
Nicolas Sarkozy: The strategy of the Americans is too erratic. Shelling without enough experts on the ground to guide missiles, it is a device too weak to be effective. The coalition has not made sufficient advance the situation on the ground. A strategic clarification is needed. When you decide to go to war, we must give ourselves the means to win. This was not the case until now.
Nicolas Sarkozy: The Schengen system is dead. I request a board meeting of European heads of state. They must agree on the duration of recovery controls at our borders. These controls will last until the establishment of a new Schengen. This new Schengen must be preceded by the adoption of a common migration policy, which means a single list of safe countries, harmonization of the retention period for illegal aliens, as well as social aid paid to claimants asylum.

Suffisante ?
We are at war
Political rhetoric has diametrically changed since Friday night. The word war, our leaders dared not pronounce, is on everyone’s lips. The president François Hollande, the Prime Minister Manuel Valls and original way by the Interior Minister, Bernard Cazeneuve, who spoke of “terrorist act of war.”
Should there be more soldiers on our streets?
After the attack on Charlie Hebdo, the chief of staff of the armies, General Pierre de Villiers did not hide his concern. The Sentinel operation (the military side of Vigipirate) was triggered, as this time, with the immediate reinforcement of 1500 men and 3000 for three days Paris. The operational contract, updated in the military program law of July 28, 2015, is very clear: 7000 men over time, up to 10 000 a month (we are). This internal process is especially deterrent. Enough?
The declared emergency
Just hours after the start of the terrorist attacks, the Council of Ministers, convened at midnight Friday by the president, introduced a state of emergency throughout the metropolitan territory.
This leaves the prefects freedom to make orders to prohibit the movement of people and to establish zones of protection and security. This also allows house arrest anyone deemed dangerous to ban the entry into the territory of anyone deemed suspicious, to temporarily close the theaters or meeting rooms. But that authorizes especially the house searches day and night, to facilitate the investigation of the attacks.
The law on state of emergency dating back to 1955 in connection with the war in Algeria and has been used very rarely in France: in 1958 after the return of General de Gaulle to power in 1961 after the “putsch general” and more recently in 2005, in the Ile-de-France, after the urban riots.
This state of emergency can not be extended beyond twelve days without the vote of Parliament. Francois Hollande said on Sunday in parliamentary officials he wanted it to last three months. The next cabinet will consider a draft amendment to the 1955 Act to review the “perimeter” and “duration”.
However, guided by the West alliance wars are also quite possible without the support of the Alliance, such as the Iraq war or the recent air strikes against the IS have shown. Ultimately, NATO is dependent on the equipment and the staff of the Americans, it does not maintain combat units.
The other question is whether the involvement of NATO would be politically desirable. The alliance could even here again demonstrate solidarity; in theater but negative consequences would probably be feared.
The image of NATO in the Muslim world is still strongly influenced by Afghanistan, not least of operations where killed innocent civilians.
According to the newspaper “Le Figaro” now includes guided by the French secret services Database radicalized people (“fichier pour la prévention of signal et la mondialisation à caractère terroriste Radic”) 11,400 names.
Systematic monitoring of this large number of Islamist potential attackers would not be possible, said recently the anti-terrorism coordinator of the government, Loic Garnier.
Between 20,000 and 40,000 intelligence agents are needed to monitor any potential attackers. The French secret deal after the announced increase in January 6500 officials.
